The Larkin Centre?s Community Education Programme, operational since

many adult learners, categorised as non-traditional or hard to reach,

facilitates a highly experiential and collaborative model of learning,
nurtures a climate that encourages and supports learning.

In order to support the continuation of this vital work and provide
for the future growth of the Programme, the Larkin Centre is now

POSITION COMMUNITY EDUCATION DEVELOPMENT MANAGER

JOB PURPOSE:

* Provide leadership and direction in the effective management of the
Community Education Programme, including its team of tutors and others
as appropriate
* Champion Community Education and its critical role in widening
access to learning and helping to tackle educational disadvantage
* Manage relationships with all stakeholders
* Ensure the quality and integrity of the learning experience for
all who participate on our programme

REPORTING TO the Manager of the Larkin Centre

KEY RELATIONSHIPS

* Manager of the Larkin Centre
* Larkin Centre Community Education Sub-Committee
* PLSS Co-Ordinator & Community Education Tutors
* CDETB & ACE Working Group
* Stakeholders including, Learners, Programme Partners & other
Professional Agencies
* Community Networks and relevant State Agencies

KEY RESPONSIBILITIES

* Build upon the experience and achievements to date through the
continuation of existing programmes and proactively explore new
opportunities to meet emerging community needs.
* Manage, in collaboration with programme stakeholders, the safe
reopening of programmes placed on hold due to Covid restrictions
* Secure the necessary resources to support all programme
activities, including budget planning, funding applications -
monitoring and review of expenditure on an ongoing basis
* Represent the Larkin Centre on relevant fora including policy
groups and working groups
* Advocate on behalf of the needs and aspirations of learners
* Review current operating procedures and recommend amendments that
may be required to support programme needs and requirements
* Ensure programme operation is fully compliant with all QQI Quality
Assurance responsibilities and all other legal, financial and ethical
obligations
* Develop a systematic approach to capturing programme impacts,
(quantitative and qualitative), to identify success, sharing learning
and promote effective practice
* Support the continuous professional development of the team
* Actively engage with research/developments and initiatives that
will inform programme strategy and help to ensure sustainability

IDEAL CANDIDATE WILL:

* Be dedicated to the goal of combatting social exclusion
* Demonstrate a clear commitment to upholding the values and
principles of Community Education in all aspects of practice.
* Have an energetic, confident and proactive personality with
excellent written, verbal and interpersonal communication skills

HE/SHE WILL HAVE:

* Relevant Third Level Qualification e.g. Level 8 in the area of
adult, community and further education
* Relevant experience of working in Community Education and with
Statutory Agencies
* Relevant Programme Management experience
* Relevant experience of developing and delivering evidence-based
education programmes
* Relevant facilitation, community development and research skills
* Demonstrate a clear understanding and working knowledge of QQI QA
system
* Knowledge and awareness of issues & challenges that face the long
term unemployed / adults experiencing social exclusion
* Ability to deal effectively with in-house personnel, community
stakeholders and other outside agencies/organisations
* Good administration, organisational and time management skills
with the ability to produce results to deadlines
* Ability to operate as a team player in a cross disciplinary,
integrated team, sharing roles and responsibilities
* Excellent IT skills with experience or interest in delivery
e-learning and online engagement and digital marketing

objectives.
* Manage all aspects of learner recruitment and support
* Ensure up to date record keeping and programme related data
* Provide operational support to the team of tutors and others as
appropriate
* Champion Community Education and its critical role in widening
access to learning and helping to tackle educational disadvantage
* Maintain regular contact and relationships with learners and other
stakeholders

REPORTING TO the Community Education Development Manager

KEY RELATIONSHIPS

* Stakeholders including, Learners, Programme Partners & other

KEY RESPONSIBILITIES

* Support an ethos and model of practice appropriate to community
education
* Manage all aspects of the recruitment of learners onto programmes,
including preparation of promotional material, facilitating
information sessions, taster events, learner registration and
induction meetings
* Encourage learners to explore progression options supportive of
their personal and professional goals and aspirations
* Provide support with the safe reopening of programmes placed on
hold due to Covid restrictions
* Collect and report learner feedback data
* Represent the Larkin Centre as requested by the Community
Education Development Manager
* Advocate on behalf of the needs and aspirations of learners
* Develop and implement an outreach programme to engage with and
raise awareness of educational opportunities, assess the needs of the
local community and identify gaps
* Support programme compliance obligations in their day to day role
* Act as the point of contact for community enquiries/ learner
requests and other programme queries
* Any other duties as directed by the Community Education
Development Manager

IDEAL CANDIDATE SHOULD HAVE/BE:

* At least NFQ Level 7 qualification in the area of adult, community
and further education or equivalent level of experience
* Relevant facilitation, community development and research support
skills
* Knowledge and awareness of issues & challenges that face the long
term unemployed / adults experiencing social exclusion
* Ability to interact effectively with in-house personnel, community
stakeholders and other outside agencies/organisations
* Good administration, organisational and time management skills
with the ability to produce results to deadlines
* Ability to operate as a team player in a cross disciplinary,

* An enthusiastic, confident and practical person with excellent
